Your Lancashire Heeler must have attained 6 Months before he/she is eligible to enter any "Shows" sanctioned by the British Kennel Club.
Schedules for forthcoming "Exemption", "Open", "Breed Club" and "Championship" shows are readily available at "Ring Craft Classes", and are advertised in the Dog Press of which two good publications are "Our Dogs" and "Dog World". Check these to see if specific classes for the Lancashire Heeler are scheduled, if not don't lose heart you can always enter the "Any Variety" and "Pastoral" classes, in these you are competing against different breeds recognised by the Kennel Club, for whom no classes are scheduled on that day at that particular show, again these classes offer a good learning experience, as your puppy will be in close proximity to dogs of all different sizes though if entering "Puppy Class" all will be between 6-12 months of age.
